John D. Haltiwanger received his B.S. in CE from the University of South Carolina and his M.S. and Ph.D. degrees from the University of Illinois. He joined the faculty in Civil Engineering at the University of Illinois as an Instructor in 1951. Except for one year (1977-78) during which he served as Distinguished Visiting Professor of Civil Engineering at the United States Air Force Academy, his service at Illinois was continuous until he retired as Professor (Emeritus) in 1990.

During his tenure at Illinois, he served as Associate Head of the Department of Civil Engineering from 1967 until 1983, and he was also very active in Campus and University governance, serving as chairman of both the Urbana Campus Senate and the University Senates Conference.

As a member of the U of I Civil Engineering faculty, he taught most of the undergraduate courses in structural engineering. Through numerous research contracts and consulting assignments, he was closely associated with the nuclear weapons effects programs of the U. S. Department of Defense, and participated in the nuclear field tests that were conducted in both Nevada and in the Pacific during the 1950's.

His more significant public service activities include membership on the U. S. Air Force Science Advisory Board Committee on the Role of Engineering and Services in the Employment of Air Power (1883-84), the U. S. Coast Guard Academy Academic Advisory Committee (1980-83), and the ASCE-ACSA Advisory Committee to the U. S. Office of Civil Defense.(1966-70). Included among his awards are a Public Service Commendation of the U. S. Coast Guard (1974), the Bliss Medal of the American Society of Military Engineers ((1977-78), and the Meritorious Public Service Award of the U. S. Coast Guard (1984).
